They've been exiled and taken away from the promised land. God has broken the covenant with His people and allowed them to suffer in exile. He's overwhelmed them with sorrow and grief until they have no strength to get up. Their enemies are mocking them and taking joy in their suffering. God is punishing them for their disobedience and wickedness, but He still loves them and calls them to repent and turn back to Him. That's it. Now git!
