He says that if you don't understand what's being said, then it's best to keep quiet. He says that if you're speaking in tongues, you must have someone interpret it or else it's pointless. Paul is encouraging us to seek the gifts of the Spirit, especially prophecy and tongues, for the benefit of the church.
